There is a burning ban on all outdoor burning in all of Metro Atlanta, including Douglas County, between May 1 and October 1. This ban is imposed by the Georgia Department of Natural Resources Environmental Protection Division. The Douglas County Fire Department may also impose a total burn ban if conditions warrant (continued drought, high winds, high fire danger, etc.) During the remainder of the year, all outdoor burning requires a permit from the Douglas County Fire Department.

The Douglasville-Douglas County Water and Sewer Authority handles all repairs on fire hydrants that are located adjacent to Public roads (770-942-6633). Individual businesses are responsible for the maintenance of fire hydrants located on private property. The Douglas County Fire Department cleans, paints, and checks the public hydrants on a semi-annual basis.

The Fire Safety House is used to teach small children (ages 3 to 6) the importance of fire safety in the home. Fire Station tours are available to teach children about fire apparatus, fire equipment, etc. To schedule the Fire Safety House or a Fire Station tour, contact the Fire Safety Education Officer at 770-942-8626 or click HERE.
Please remember that, even with scheduled Fire Station tours, units are subject to emergency calls, and Fire Department units must interrupt the tour to respond to the call. Your tour will be rescheduled if you desire.

TNR (Trap.Neuter.Return) Douglas County Animal Services is now offering a Community Cat Program, which helps protects the feral cats in our County. Citizens (caretakers) of these cat colonies are responsible for the basic care of these animals. Our Caretakers will then work together to humanely trap the cats, bring them to our facility on designated TNR surgery days, and pick them up the following day to release them back to their ‘colony’. The best way to locate your missing animal is to come to the animal shelter to look for your pet. Because we take in so many lost animals every day, because animals can wander so far from home, and because so many animals look alike, we are not able to tell you over the phone if we have your pet. When you come to the shelter, bring any pictures of the pet and your pet’s rabies certificate or vet record if the rabies shot is up to date.
You can also file your lost report with us using our ShelterPro Portal. There are also some social media outlets you can post on such as the NextDoor App, Facebook pages : Douglas County Lost and Found Pets ect. We also suggest you hang signs within a 3 mile radius of where your pet was lost and also hang signs at your vet’s office if they allow them.
Continue to come to the animal shelter every few days until you find your pet and also look on our website as some, but not all, of our pets are pictured online.

You must bring an ID (Drivers license or Georgia ID) and proof of ownership of animal, such as veterinarian records or photographs. You should also bring your pet’s rabies certificate if you have it and if it is still current.

We are a government access television station. That means that we do not air videos produced by the public. Almost all of the work seen on dctv23 is produced in-house. You can contact Comcast Cable for information about public access television that is aired on channel 25.

Our programming varies according to the needs of the county as well as what is going on in the county. We televise all Board of Commissioners meetings live and re-broadcast them at 6 am and 6 pm daily. We tape and play back many events such as special ceremonies honoring heroes (Pathway of Service and Walk of Honor), the GreyStone Power Luncheon Series, and the Special Populations talent show.
In the Fall of 2003, we will debut several original series produced by dctv23. They are scheduled to start in September and will include a show called "Douglas County Living", a spotlight of local people, places, and events that make Douglas County Special.

dctv23 is a program of the Douglas County Department of Communications and Community Relations, which has only two employees. One of these employees is the dctv23 technical director and is in responsible charge of the daily operation of the station. Unfortunately, there are no immediate plans to add employees.

- If you have your precinct card, your polling (voting) place is listed on it. You may have two polling places: one is for Federal, County and State elections, and the second is for City elections if you live inside the City limits of Douglasville or Villa Rica.
- If you can’t find your precinct card, go to the Georgia Secretary of State website. Enter your name, birth date, and county, and it will display your poll location.
- Call 888-265-1115, provide your name and birthday information, and the attendant will give you your poll location.

You must apply in writing for an absentee ballot and send or fax your request to bdofelections@douglascountyga.gov by the SECOND Friday (11 days) preceding the election. There is an absentee ballot form that can be picked up in the Voter Registration Office or downloaded from the Secretary of State’s website, or go to Absentee By Mail Voting on this webpage.
- Absentee application portal will not currently be used.
- Douglas County will be allowed one drop box which will be located inside the courthouse, availability will be Monday thru Friday 8am -5pm.
- Absentee applications must be received at least 11 days prior to an election. Any application received after this deadline will be rejected.
- Absentee applications can be requested no more than 78 days prior to an election. Any application received before this will be rejected.
- Absentee application request must be on an "official" form supplied by the Secretary of State's office.
- Signature is required on ballot envelope (though not required to be compared) and date of birth are required of everyone. A DL#/ID# is required if a voter has either. If the voter doesn’t have either a DL#/ID#, the last four of SSN are required. If the voter has no SSN, they must provide HAVA ID with the ballot (and we’re working on the process to check for that without accessing the ballot.)
- No person or entity other than a relative authorized to request an absentee ballot for such elector or a person signing as assisting an illiterate or physically disabled elector shall send any elector an absentee ballot application that is prefilled with the elector's required information.
- No person or entity other than the elector, a relative authorized to request an absentee ballot for such elector, a caregiver signing as assisting an illiterate or physically disabled elector with his or her application, or any official agent of the election office shall handle or return an elector's completed absentee ballot application.
- Elector can only use pen or pencil to mark their Absentee Ballot, any other writing utensil will used will void the Absentee Ballot.
You can also come to the Voter Registration Office in the Courthouse and request an absentee ballot not more than 78 days preceding the election.

When you register to vote, you will receive a precinct card approximately 2 weeks after your form is processed. It indicates your polling place as well as which Congressional, State House and Senate, Commission, School Board and City District in which you reside.

Permit fees can be calculated using the Development Control fee sheet. This can be downloaded off of this website under Development Control Fees. These fees should be calculated using disturbed acreage only. These fees do not apply to land disturbance permits for building a home.
If you are building a home in a subdivision, there is a one hundred dollar flat fee for the land disturbance. If the home is not in a subdivision or otherwise developed property, there is no fee for the permit. Additional fees may be required from other departments.

Code allows up to 45 days per submittal for plan review. However, reviews are typically commented on in two weeks or less. This can change based on the number of plans that are already in at the time of submittal.

Yes, Douglas County has a tree protection ordinance. The ordinance can be downloaded off of this website. It should be noted that trees required by Planning and Zoning and/or trees in buffers required by Planning and Zoning do not count towards the units required by the Development Control Department.

The creek buffers are assigned by drainage basins. Contact the Development Control Department to find out what basin you are in. The buffers are as follow:
- Anneewakee Creek Basin - 50 feet plus 25 feet impervious surface buffer

- Beaver Run Sub-basin - 100 feet plus 50 feet impervious surface buffer

The buffers are measured from the top of bank in both directions.

Douglas County Unified Development Code requires sidewalks on both sides of all internal streets on any development that has 25 lots or more. Also, sidewalks are required along the existing County roads when the development is within a one-mile radius of a school. Sidewalks should be a minimum of four feet wide, four feet from the back of curb and four inches thick. Sidewalks are not required when lot size is 3 acres or more.

You can replace a mobile home in the same space that the existing mobile home is placed as long as the new home is no larger than the existing mobile home. All mobile homes require a permit. If a mobile home is being moved into Douglas County from another jurisdiction, it must have been manufactured within the last 5 years and pass a pre-move inspection. If the mobile home is being relocated within Douglas County there is not an age requirement but the mobile home must pass a pre-move inspection.

- We are reaching out to our county Boards of Health, emergency management agencies, chambers of commerce, and other partners who may need our guidance and are sending them guidance on how to prepare their organizations.

Limited parking is available on the Courthouse grounds themselves since the festival takes up most of the Courthouse parking lot. However, over 800 parking spaces are available adjacent to the festival grounds in the Dorris Road parking lot, the Woodie Fite Senior Center, and the Multimodal Transportation Center. Free shuttle vans will transport festival visitors to/from the adjacent parking areas and the festival grounds.
There are also parking spaces available at nearby businesses across Hospital Drive from the Courthouse grounds, and one block away to the north at Kroger and one block away to the south at WellStar Hospital and 1st United Methodist Church with sidewalks in between these locations and the Courthouse.
Handicapped parking is designated on the festival grounds.

Children who experience certain behaviors within the home or in the community is an indication that they are in need of support and services to help them address underlying issues.

CASA volunteers are assigned to a case by a Juvenile Court Judge. They conduct thorough research on the background of the case, reviewing documents and interviewing people who are involved in the child’s life. This may include teachers, therapists, extended family, doctors, etc. The CASA volunteer then make reports to the court, recommending what they believe is best for each child and providing information that will help the judge make an informed decision. CASA volunteers can also be instrumental in assuring that a child receives services which the court has ordered – things like counseling or special education.
